Punjab Driving Licence Online Apply 2026 — DLIMS Complete Guide

Punjab-Driving-Licence-Online-Apply-2026-—-DLIMS-Complete-Guide.

Standing in a queue at the Excise office for hours just to submit a form is no longer necessary. The Punjab government’s Driving Licence Management Information System — DLIMS — now handles the whole process online, from the learner permit to the final printed card. If you have a CNIC, a mobile number in your own name and a few hundred rupees, you can finish the application from your phone.

This guide walks you through every step, the exact fees listed on the official DLIMS portal, and the small errors that cause most applications to be sent back.

What Is DLIMS?

DLIMS (dlims.punjab.gov.pk) is the official portal of the Punjab Excise, Taxation and Narcotics Control Department for issuing and renewing driving licences. It covers learner permits, permanent licences, renewals, duplicate cards and international driving permits for the whole province.

How to Apply for a Learner Licence

The learner permit is the first stage. You cannot get a permanent licence without it. The official portal lists five steps:

  1. Create an account and log in. Register with your CNIC and a mobile number registered in your own name.
  2. Fill the application form. Enter your personal details exactly as they appear on your CNIC.
  3. Get your PSID. After submission the system generates a unique Public Service Identifier (PSID) for your payment.
  4. Pay the fee. Use the PSID at a bank, ATM, EasyPaisa, JazzCash or online banking.
  5. Print your learner licence. Once payment is confirmed, download and print the learner permit directly from the portal.

According to the DLIMS FAQ, the online learner licence fee is Rs 500 per category (bike, car, and so on).

How to Get the Permanent Licence

The permanent licence follows the same pattern with two extra stages at the end:

  1. Create account and log in
  2. Fill the application form
  3. PSID generated
  4. Payment confirmation
  5. Approval — your file goes through administrative review
  6. Processing and dispatch — once approved, the card is printed and couriered to you

You will need to pass the practical driving test before the permanent card is issued.

DLIMS Fee Structure (Official Rates)

These are the rates published on the DLIMS fee page. The “total” column excludes the test fee.

Category Test Fee Fee After Passing Test Courier Total (excl. test)
Motorcycle Rs 50 Rs 450 Rs 480 Rs 930
Rickshaw Rs 100 Rs 400 Rs 480 Rs 880
Car / Jeep Rs 150 Rs 1,350 Rs 480 Rs 1,830
Tractor (Agri) Rs 50 Rs 950 Rs 480 Rs 1,430
Tractor (Commercial) Rs 100 Rs 1,400 Rs 480 Rs 1,880
LTV Rs 150 Rs 1,850 Rs 480 Rs 2,330

A regular licence can be issued for 1, 2, 3, 4 or 5 years. Where a licence covers more than one category, the fee of the highest category applies.

Renewal Fees

Category Renewal (1 year) Fine (1–3 months) Fine (3 months–1 year) Fine (over 1 year)
Motorcycle Rs 450 Rs 225 Rs 450 Rs 1,125
Car / Jeep Rs 1,350 Rs 675 Rs 1,350 Rs 3,375
LTV Rs 1,850 Rs 925 Rs 1,850 Rs 4,625
Tractor (Agri) Rs 980 Rs 475 Rs 950 Rs 2,375

A courier fee of Rs 480 is added to every renewal. If you cannot produce the original licence, a duplicate fee is added on top.

Duplicate Licence

If your card is lost or damaged, a duplicate costs Rs 100 (motorcycle) or Rs 150 (car/jeep) plus Rs 480 courier — so Rs 580 or Rs 630 in total.

International Driving Permit

An international licence is charged per year plus courier: Rs 930 for a motorcycle and Rs 1,830 for a car. A three-year option is also listed on the portal.

Common Mistakes That Delay Applications

  • Mobile number not in your own name. This is the single biggest reason applications are rejected. The SIM must be registered against your CNIC.
  • CNIC details typed differently. Even one spelling difference from NADRA records causes a mismatch.
  • Paying the wrong PSID. Every application generates its own PSID; a stale one will not register.
  • Ignoring the courier address. A wrong or incomplete address means the card comes back to the office.
  • Letting the learner permit lapse before appearing for the test.
