Birth Certificate & B-Form in Punjab — Free Registration Explained

Birth Certificate & B-Form in Punjab

A birth certificate looks like a formality until you need it — and then it is suddenly the key to school admission, passport issuance, the NADRA B-Form, inheritance and a dozen other processes. Parents who delay registration often end up paying agents or making repeated trips to the union council years later.

The good news is that Punjab has made this substantially easier, and under the rules notified in 2025 it is also free.

What Changed in 2025

Punjab notified new Birth and Death Registration Rules, 2025, which replaced the older framework. Under these rules, registration of births and computerised certificates are issued free of cost. The free service has been reported as extended for a further period, which removes the last excuse for not registering a child promptly.

The rules are published by the Local Government & Community Development Department, Punjab, and are worth reading if you have an unusual case — late registration, a correction, or a birth that was never recorded at all.

Birth Certificate vs B-Form — They Are Not the Same

This is where most confusion begins.

  • Birth Registration Certificate — issued by the concerned registration office (the relevant local government / union council office where the birth is registered).
  • B-Form (Child Registration Certificate / CRC) — issued by NADRA.

Critically, under the 2025 rules, NADRA shall issue the B-Form on submission of the birth registration certificate issued by the concerned registration office. In other words, you cannot walk into NADRA first. The union council step comes before the B-Form, not after.

How to Register a Birth

  1. Confirm where the birth should be registered. Registration happens at the local government / union council office covering the place of birth. Cantonment areas have their own boards.
  2. Gather your documents. Typically the parents’ CNICs, the hospital or midwife record of the birth, and the marriage certificate where applicable. Requirements can vary slightly by office — confirm with your union council before travelling.
  3. Submit the registration application. A computerised birth certificate is issued under the 2025 rules.
  4. Apply for the B-Form at NADRA using the birth registration certificate, if you need the child’s registration record.
  5. Keep certified copies. You will need the birth certificate for school admission, and the B-Form for passport and other identity processes.

Late Registration

If the birth was never registered within the normal window, a late registration process applies, and it usually requires additional documentation — sometimes an affidavit and supporting evidence of the birth. Because these requirements vary, the correct first step is always the same: go to the concerned registration office and ask what they need for a late case in that specific union council. Do not rely on what worked in another district.

Common Mistakes

  • Going to NADRA first. Without the birth registration certificate from the local office, NADRA cannot issue the B-Form.
  • Waiting years. Late registration is more document-heavy than on-time registration.
  • Assuming the hospital certificate is enough. A hospital birth record is supporting evidence; the legal certificate comes from the registration office.
  • Spelling errors. The child’s name, parents’ names and date of birth must match exactly across the birth certificate, B-Form and later documents. Corrections are painful.
  • Not keeping originals safe. Losing the original certificate creates a duplicate-issuance process that nobody enjoys.
