If you already own a plot but have never been able to build on it because construction costs are too high, this scheme was made for exactly that situation. Apni Chhat Apna Ghar gives Punjab residents an interest-free loan to build a house on their own land.
That last part matters. This is not a cash handout, and it is not a plot allotment scheme. It is a construction loan — the government helps you build, and you repay it in easy instalments without any interest on top.

What the Scheme Actually Offers
The core idea is simple: you have a plot, but no money to build. The programme provides financing to cover construction costs, and because it is interest-free, you repay only what you borrowed. There is no markup, no compound interest, and no hidden bank charges adding to the total.
The application process runs through the official portal at acag.punjab.gov.pk, where applicants fill out a citizen registration form. The programme is administered under the Government of Punjab, not through a private developer or a commercial bank marketing its own product.

Who Can Apply
The eligibility conditions are clear, and they are strict about a few things:
- You must be a permanent resident of Punjab, verified through your valid CNIC.
- You must own the plot on which you want to build.
- The plot size must generally be up to 5 marlas.
- Applications are allowed only for schemes within your own district. You cannot apply for a plot or project located in another district.
That district rule catches people out. Before you start filling the form, make sure the scheme you are applying for is actually in the district where you live.
Documents You Need
Keep these ready before you sit down at the computer:
- Valid CNIC
- Proof of land ownership — registry, fard, or the relevant revenue document for your plot
- Recent utility bill or proof of address
- Mobile number registered in your own name
- Recent photograph
If your land documents are in someone else’s name — a parent or a sibling — sort that out first. Applications with mismatched ownership records are rejected during verification, and by then you have lost your place in the queue.

How to Apply Online — Step by Step
Step 1: Open the official portal at acag.punjab.gov.pk.
Step 2: Fill in the Citizen Registration Form with your name exactly as it appears on your CNIC, along with your CNIC number, address and contact details.
Step 3: Enter the details of the plot you intend to build on, including its location and size.
Step 4: Upload your supporting documents — ownership proof, CNIC copy and address proof.
Step 5: Submit the form and save your application number. You will need it for every follow-up.
Step 6: Wait for verification. The department checks your residency, your ownership documents and your plot size.
Step 7: Once approved, the financing and construction process begins, and repayment is scheduled in instalments.
Why This Scheme Is Different
Most housing finance in Pakistan comes with a markup that can add a large amount to what you eventually pay back. Over a long tenure, that extra amount can approach the original loan size. An interest-free construction loan removes that entire layer.
There is also a practical benefit that people often miss. Building on a plot you already own means you are not paying for land at market price. You are only covering construction — bricks, cement, steel, labour, wiring and plumbing. That is a far smaller number than buying a ready house.
Common Mistakes to Avoid
- Applying for a scheme in another district. Only your own district qualifies.
- Land documents not in your name. Fix the ownership record first.
- Plot size exceeding the limit. Confirm your plot’s exact measurement in marlas.
- Wrong mobile number. Use a number registered against your own CNIC.
- Uploading unclear scans. A blurry registry document delays verification by weeks.
A Word of Caution
There is a growing problem of people charging “fees” to fill out forms for government schemes. This application is free, and you can complete it yourself. Nobody needs to be paid to submit it. If anyone demands money and promises guaranteed approval, that is a scam, and you should report it.
Likewise, verify every detail on the official portal rather than relying on forwarded messages. Scheme rules, district lists and quotas change, and only the portal carries the current position.
